Armedia, an Atlanta-based information technology firm, announced today the delivery of Assessment Services to the Gwinnett County government, resulting in decreased loading time for their enterprise web content management system.
Armedia initially met with Gwinnett County resources who provided an overview of the web content publishing process and the supporting Alfresco Web Content Management (WCM) solution, as well as other application issues related to content publishing. Armedia’s experts used insights and industry best practices to collect and analyze application-related performance data at the web, application, and data tiers that included the application, database, OS, infrastructure logs and alerts. Armedia developed a performance improvement plan based on an analysis of the collected data.
Key components of the performance improvement plan included migration from Windows 2003 32-bit to Windows 2008 64-bit, SQL Server 2005 to SQL Server 2008 database migration, Windows OS 2008 and SQL Server tuning and JBoss application server tuning. Alfresco modernizations were implemented that included upgrading Alfresco from version 3.1.0 to 4.0.1, as well as Alfresco WCM tuning and snapshot clean up and the remediation of Alfresco custom forms, webscripts and libraries.
The performance improvements were conducted in a manner that supported analysis of changes at each component of the solution to determine effectiveness and to measure overall improvement for the particular component. This methodical approach was executed against a comprehensive test plan that included a standard set of automated test scripts that collected key performance metrics throughout the project.

Our main goal in this initiative was to improve and create efficiency for county employees to better serve and inform the citizens and business partners of the Gwinnett County.”
For one activity, the performance testing done on the solution indicated a decrease from an initial 46 seconds per load time to 1.84 seconds per load time once the project had been completed, which is an 84.64% improvement. This improvement allowed for Gwinnett County employees to save countless hours of time each year, thus increasing efficiency and saving taxpayer dollars.
In addition to increased productivity, the improvements allowed for Gwinnett County workers to better support their web content management system, which serves as the focal point for, among other things, Gwinnett County’s Open Government initiative by supplying constituents with services including: payment of water bills and property taxes online, calendar of government events, minutes from government department meetings as well as a wide range of published reports and documents pertaining to the Gwinnett County government.

The issues Gwinnett County government workers faced prior to the assessment services are common among government entities. A study published in February 2012 of 303 State and Local Government IT Managers reported that the two most common sources of inefficiency within organizations are: Outdated Processes (36%) and Outdated Technology (35%). This step to fix this problem is a beacon of the leadership the Gwinnett County government exemplifies.
